Today the Russian military's multi-stage Vostok-2008 command-and-staff exercise entered its final stage in the Siberian Military District. The drill, carried out as an "anti-terrorist" operation, involved 8,000 servicemen and over 650 machinery units and was supervised by Chief of the General Staff of the Russian Armed Forces General Nikolai Makarov. ULAN-UDE, July 31 (Itar-Tass) – The Vostok 2008 strategic command post exercise of the Russian Armed Forces in Siberia, on Thursday entered the final stage. The command bodies of the Siberian Military District at all levels are drilling the fulfilment of tasks aimed at ensuring security of transportation of hydrocarbons, prevention of terrorist attacks against civilian navigation, as well as tasks to liquidate terrorist groups, their bases and depots, the temporary press centre of the exercise told Itar-Tass.
“A number of units of the Siberian Military District of various forces have been involved in guarding security of important facilities and in settlement of non-standard situations on the ways of cargo transportation in eastern regions of Russia,” an official of the press centre noted. In addition, a number of new methods of moral-psychological support of troops with the participation of military psychologists are being practiced in complex.
Taking part in the Vostok 2008 exercise are more than 8,000 servicemen and over 650 machinery units. The strategic command post exercise in Siberia is conducted in accordance with the plan of training of the Russian Armed Forces. The exercise will last until August 1. Chief of the General Staff of the Russian Armed Forces General Nikolai Makarov is in command of the exercise.
“The task of the exercise is to practice the issues of planning and organisation of measures aimed at counteracting terrorism, as well as neutralizing the aftermath of ecological and manmade disasters on the territory of the Siberian Federal District,” Ilshat Baichurin, the acting chief press officer of the Russian Defence Ministry told Itar-Tass earlier.
The exercise involves the staffs of branches and services of the Armed Forces, military units and army drafting/reserve management offices in Russia’s eastern regions.
In a related story, today Russian Defense Minister Anatoly Serdyukov travelled to the capital of Tajikistan, Dushanbe, where he met President Emomali Rakhmonov to address bilateral defense cooperation in Central Asia and the maintenance of Russia's military base in the Not-So-Former Soviet republic. State-run Voice of Russia reports: "According to Serdyukov, the two leaders approved a bilateral defense cooperation plan for 2009. During his visit the Russian defense minister will visit the 201st Russian military base in Tajikistan. Russia’s Defense Ministry is planning to supply the base with new Russian-made military equipment and hand over the old weaponry to Tajikistan."
In another related story, the neo-Soviet leadership is again showing its duplicitous adherence to a double-pronged strategy that consists of preparing for war against the NATO even as it holds out the prospect of peaceful East-West convergence. We have documented in recent days how Russia is using the Collective Security Treaty Organization, which is the military pact that undergirds the Commonwealth of Independent States, to establish a counterweight to NATO. For example, the neo-Soviet leadership is proposing joint military exercises with the communist-infiltrated Western Alliance, to take place in Armenia, site of the current CSTO exercise Rubezh-2008. The post-Soviet Collective Security Treaty Organization sees NATO as a potential cooperation partner and has no objection against plans for joint wargames of NATO and Armenia on Armenian territory in October. Senior CSTO executive Valeri Semerikov was speaking about this for the press on Wednesday. Together with Russia, Armenia is full member of the Collective Security Treaty Organization. The other members are Byelorussia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan.

Meanwhile, the Moscow Leninists continue to bolster their revitalized links with Havana and Tripoli. Vice Prime Minister Igor Sechin is currently leading a delegation to Cuba, where the Russians were received by de facto Cuban Prime Minister Carlos Lage Dávila (pictured here), who also sits on the Politburo of the Communist Party of Cuba. Sechin also met Cuban government minister Ricardo Cabrisas. Together the two men co-chair the Soviet-Cuban intergovernmental commission, proving that ties between Moscow and Havana remain firm, despite the phoney collapse of Soviet communism in 1991. "Cuba is one of the key partners of Russia in Latin America," intoned Sechin after meeting Cabrisas, and added: "The trading and economic relations of the countries should be brought to the height equal to political ties." No doubt, too, notes were swapped over Washington's reaction to reports in the Russian daily Izvestia--which is controlled by Gazprom Media--that Moscow is contemplating deploying its strategic bombers to Cuba. Russia’s Vice Premier Igor Sechin, who is in Cuba on a working visit now, and his Cuban colleague Ricardo Cabrisas have deliberated on extending the trade and economic ties and investments of the countries, Granma edition reported. Sechin and Cabrisas co-chair the intergovernmental commission of Cuba and Russia.
Cuba is one of the key partners of Russia in Latin America, Sechin said after the talks, pointing out that the trading and economic relations of the countries should be brought to the height equal to political ties.
Oil, tourism, public health, nickel production, telecommunication and nanotechnology are the most promising fields for cooperation of Cuba and Russia, according to Cabrisas.
Russia’s turnover with Cuba was $363 million past year. It stepped up by 20 percent to above $207 million in the first half of this year. In 2006, Russia granted to Cuba the loan of $355 million to buy vehicles and fund the progress in energy infrastructure. In return, Havana undertook to buy three Il-96-300s and three Tu-204s in Russia.
During his tour to Cuba, that started yesterday, Igor Sechin will visit a number of facilities of that country’s economy and meet with Cuban leadership.
In North Africa Moscow guards its relationship with Tripoli, as demonstrated by Libyan Prime Minister al-Baghdadi Ali al-Mahmoudi's current visit to Russia, where he met counterpart Vladimir Putin. After securing assurances of Libya's loyalty to the Communist Bloc, Putin declared: "We are committed to continuing cooperation in the military-technical sphere, among others, especially since the Libyan leadership has confirmed its interest in buying quality products from the Russian defense industry." For his part, Al-Mahmoudi noted that the Libyan National Oil Corporation enjoys a "special relationship" with Kremlin energy giant Gazprom, a fact that we have previously reported, and invited Putin to visit Libya a second time. Libya seeks arms deals, closer energy ties with Russia

MOSCOW, July 31 (RIA Novosti) - Libya's prime minister told his Russian counterpart on Thursday that his country plans to buy more Russian arms, and wants to step up cooperation in nuclear power as well as and oil and gas production.
Vladimir Putin said after hosting talks with Libya's al-Baghdadi Ali al-Mahmoudi: "We are committed to continuing cooperation in the military-technical sphere, among others, especially since the Libyan leadership has confirmed its interest in buying quality products from the Russian defense industry."
The Libyan premier said the sides had agreed on specific forms of bilateral cooperation aimed at "strengthening the Libyan Armed Forces."
The premiers discussed Libya's plans to build a nuclear power plant and linked desalination facility, as well as Russian investment in the North African state's oil and gas sector.
Al-Mahmoudi said the Libyan National Oil Corporation enjoys a "special relationship" with Russian energy giant Gazprom, and that the sides are engaged in active consultations.
He invited Putin to visit Libya in August to attend the launch of a $2.2 billion railway construction project.
The strategic role of the Communist Bloc's state-owned oil and natural gas monopolies, like Gazprom and the Libyan National Oil Corporation, in dethroning private enterprise and sinking capitalist economies worldwide is evident in the following Time article. Journalist Tim Padgett writes: "From Mexico to China, more than 75% of the world's oil reserves are controlled by national oil companies today. Of the world's top 20 oil-producing firms, 14 are state-run. A blogger at the Heritage Foundation analyzes the effects of nationalization (socialism) on oil production and prices: "Another reason that nationalization can drive prices up is that state-owned companies tend to under-produce private ones, creating additional risk that long-term output will be lower. Finally, consolidation of oil companies into just a few nationalized firms, especially when those countries form cartels rather than competing freely on the market, will also drive up prices."
Finally, in a public opinion poll, the results of which are no surprise to this blogger, Russians reveal that they are unconvinced that President Dmitry Medvedev is the real leader of their country. Responding to a question posed by the Yuri Levada Center--"Who holds the real power in the country?"--36 percent stated Prime Minister Putin, while only nine percent stated Medvedev. In short, even neo-Soviet Russia's citizen-slaves are not fooled by the deception foisted on them and the world by Moscow's Leninist masterminds. Tragically, they are powerless with respect to dislodging the shape-shifting, 90-year-old KGB-Red Mafiya-communist conspiracy in the Kremlin.
